Program Management Officer (PMO)US General Services AdministrationKirsten Neff is in the process of retiring from Federal service and most recently served as Region 4 Program Management Officer (PMO) for the General Services Administration (GSA). The PMO provided support and training to all design and construction programs across Region 4 representing $1.3 billion in design and construction programs in Federal Buildings and Courthouses across eight (8) Southeast states. In 2017, Kirsten led the establishment of the Project Delivery Division which brought together in one organization all the Project Managers from across Region 4. Kirsten has served in other leadership roles in GSA Region 4 including Project Management, Professional Services and Site Selection.
Kirsten is a retired Navy Commander. She served in the Civil Engineer Corps for 20 years; 10 years on Active Duty and 10 years as a Reservist. CDR Neff served in facilities management and construction contracting roles and participated in operational deployments with several Navy Seabee units. In 1994, CDR Neff was the first female officer to serve with Naval Mobile Construction Battalion FIVE (a Seabee Battalion). Prior to her assignment with GSA, Kirsten Neff worked in the private sector managing Class A multi-tenant office buildings for an Atlanta developer and a multi-national real estate services firm. Kirsten Neff is a Registered Professional Engineer, a LEED Accredited Professional and a FAC-P/PM Level III Certification. She earned an MBA from Kennesaw State University and a BS in Industrial Engineering from Rensselaer Polytechnic Institute. Kirsten’s professional memberships include Commercial Real Estate Women (CREW) Atlanta, National Association of Women in Construction (NAWIC) and Construction Owners Association of America (COAA). |
