Assistant City Manager

City of Tybee Island

Michelle Owens is a dynamic leader with deep expertise in local government and community development. Currently serving as  Assistant City Manager for Tybee Island, Michelle has spent over 17 years driving initiatives that strengthen neighborhoods, foster civic engagement, and promote economic vitality. Her career spans leadership roles in city management, communications, and outreach, as well as transformative work in Orange County, Florida, where she advanced housing programs and neighborhood revitalization.

Michelle’s leadership roles have included director a Main Street program in Georgia, and a large neighborhood improvement district in Orlando, where she developed economic development strategies and public-private partnerships. She holds a B.A. in Mass Communications, an M.A. in Urban Anthropology, and is completing her Ph.D. in Community Engagement. Michelle brings a wealth of experience and a passion for building inclusive, thriving communities—making her an experienced voice on topics like local governance, community engagement, and economic development.
